In the shape of Tall Tyrolean Hats - with little white flowers - edelweiss perhaps ?
They are made of hard plastic and measure 2cm tall and 2.8cm in diameter and have a
little shaft at the back to sew them onto things. 
I found them in an old button warehouse in boxes with Italian labels.
